Emerging Trends in Affordable Housing Construction

Join us for a discussion between a developer, an architect, a modular manufacturer and a general contractor as we discuss how constructions trends are changing in the world of affordable housing.  See below for panelist biographies. 

Patrick Otellini - Moderator
Project Manager – Swinerton
Patrick Otellini is a Project Manager with Swinerton and leads their affordable housing efforts in Northern California. Patrick works with owners during the preconstruction process to help them understand and navigate various jurisdictional requirements. He manages permitting and inspections, interfaces with public-sector agencies, and acts as the community liaison on multiple projects. He also leads Swinerton’s regional effort to help grow their portfolio of affordable housing projects. Prior to joining Swinerton, he served as the Chief Resilience Officer and Director of Earthquake Safety for the City and County of San Francisco under Mayor Edwin Lee and was responsible for the creation and implementation of the city’s resilience strategy: Resilient San Francisco – Stronger Today, Stronger Tomorrow. He received his Master of Construction Management from New School of Architecture and Design and his Bachelor of Political Science from Westmont College.

Ann Silverberg
Chief Executive Officer  – Related California Affordable, Northern California Division
As Chief Executive Officer for Related California's Northern California Affordable Division and recently  opened office in Portland, Oregon, Ms. Silverberg is responsible for the strategic direction, overall  management and daily operation of the company's Northern California and Oregon affordable pipeline  and portfolio.  Prior to joining Related California, Ms. Silverberg was Executive Vice President and Chief Investment  Officer at BRIDGE Housing Corporation where she was responsible for directing and overseeing their  Northern California Division. She led the development and redevelopment of more than 8,000  affordable, mixed-income, mixed-use and transit-oriented housing units, including the acquisition and  redevelopment of nearly 1,000 public housing units in San Francisco and Sacramento, the joint venture  development of mixed-income residential units with Essex in the Transbay area of San Francisco, and  306 mixed-income residential units in Milpitas.  She was also responsible for the capital aggregation and  equity and debt for their Low Income Housing Tax Credit (LIHTC) and non-LIHTC developments and has  overseen the negotiation and placement of over $2 billion in project level debt and equity.  Ms.  Silverberg brings more than 25 years of development and finance experience to Related.  Ms. Silverberg holds a Master of City and Regional Planning from the University of California, Berkeley  and a Bachelor of Arts from the University of California, Los Angeles. She is the recipient of the 2019  Northern California Real Estate Women of Influence Award and currently serves on the Board of  Directors and Executive Committee of the California Housing Consortium and the Housing Policy  Committee of the San Francisco Bay Area Planning and Urban Research Association (SPUR).  She is a  board member of the San Francisco Housing Action Coalition (SFHAC), past president of the Board of  Directors of the Non-Profit Housing Association of Northern California and a faculty lecturer at the  University of California, Berkeley.

Rachel Villicaña, LEED AP BD+C 
Project Manager, Estimator – Factory_OS
Rachel has worked on the Bay Area construction scene for 14 years, and her experience ranges from Specialty TI projects, to ground-up Core & Shell construction, and now to modular manufacturing. She has been with Factory_OS for 2 years and has had the unique experience of helping to create and grow the company. Her education in modular construction has truly been from the ground up. We at Factory-OS have faith in her knowledge and ability to pragmatically manage projects through the entire life cycle, from estimating, through preconstruction and construction, to close-out.  

Hilary Noll
Associate Principal & Sustainability Integration Leader – Mithun
Hilary is a social-impact architect specialized in sustainability. As an Associate Principal and Sustainability Leader at Mithun, she focuses on affordable housing, urban design and the integration of regenerative, resilient design across the firm’s diverse practice areas. Prior to Mithun, Hilary served as an Enterprise Rose Architectural Fellow and Design Director at First Community Housing, furthering their mission to develop healthy & green affordable housing for low-income communities in Silicon Valley.  She is currently the project architect for Maceo May Apartments: an all-electric, modular affordable housing project under construction, which will provide 105 units for formerly homeless Veterans and families on Treasure Island. Hilary is a LEED AP BD+C, Living Building Challenge Ambassador and Fitwel Ambassador and serves on the City of San Francisco’s Zero Emissions Building Decarbonization Taskforce.
