Policy Updates

Measure K Listening Sessions

The San Mateo County Board of Supervisors has begun the process of completely rewiring how Measure K sales tax dollars are allocated. In the 2021-2022 fiscal year, Measure K raised almost $110 million, approximately $9 million of which went to affordable housing subsidies, so the stakes are high. 

To better understand the community’s needs, the county has arranged listening sessions in jurisdictions across San Mateo. Check below to see if there will be a listening session in your community.

Bay Area Housing Finance Authority - Regional Bond

Support Funding for Affordable Homes!

It’s not too late for you and your organization to endorse the nine-county Bay Area affordable housing bond!

Bay Area Housing Finance Authority (BAHFA) was established by the California State Legislature in 2019 to come up with and implement region-wide solutions to the Bay Area’s affordable housing issues and raise funding for affordable housing across all nine counties. Its focus is rooted in the “3P’s” of affordable housing. These are:

  • Protection for current residents to prevent displacement
  • Preservation of existing homes affordable to lower- and middle-income community members
  • Production of new (especially affordable) homes at all income levels 

Many of our cities and counties in the Bay Area address their housing needs individually, usually with limited to no staff and financial resources. BAHFA’s success is important because it takes a more regional approach through coordination and provides access to funds and resources -- it helps create a level playing field among all 101 cities and 9 counties in the Bay Area.  

For San Mateo County, the Bay Area affordable housing bond will generate $1 billion for the protection of at-risk renters and the creation and preservation of affordable homes, but it won’t happen without your support. Please pass this along AND sign on to support Affordable Housing funding HERE

📋Housing Elements Review📋

Almost two weeks ago, on August 1, the San Mateo County Board of Supervisors revisited the housing element. Most contentiously, the supervisors discussed rezoning in unincorporated West Menlo Park, immediately next to Atherton and other neighborhoods known to oppose housing. 

A number of organizations, including HLC, sent a letter on July 29 proposing a number of new policies. The letter explained how rezoning West Menlo Park would help the county achieve its Affirmatively Furthering Fair Housing goals by promoting housing at a range of incomes in high-opportunity areas. 

The City of San Mateo has also released a flurry of activity this week, unveiling drafts of both its updated General Plan and the housing element. In response, HLC sent a letter on August 9 describing new policies San Mateo can implement to create a great plan for new homes that complies with state law. 

Though we maintain San Mateo needs to implement more policies to fully address the local housing need, the city’s latest draft makes meaningful progress. Of note, the housing element commits to: 

  • Reduce parking minimums by at least 0.5 spaces in residential zones throughout the city
  • Eliminate pre-application and third-party design review requirements
  • Administrative approve multi-family developments smaller than 25 homes
  • Rezone all General Plan study areas by at least 25 du/ac

These policy changes respond directly to the most recent comment letter sent to the city by the Department of Housing and Community Development. In order to ensure the council keeps these changes and builds on them as will be necessary to receive certification by the state, they need to hear from residents who support new homes.
