San Mateo County Eviction Moratorium Update

Board of Supervisors Amends Eviction Moratorium to 12 Months Repayment and Increases Rental and Small Landlord Assistance

The San Mateo County Board of Supervisors and County staff have worked hard to keep residents safe from the impacts of COVID-19. They adopted strong health measures, provided rental assistance for low-income tenants, and adopted an eviction moratorium that will expire at the end of August.

While these efforts are greatly appreciated and have made a huge difference,  data from core agencies shows, the debt for tenants, as well as the income loss to smaller landlords (4 units or less), is growing dangerously large:

Last week, in response to the need of tenants, small landlords, core agency staff, and housing advocates, the Board amended the repayment period from a maximum of 180 days to a maximum of 12 months, provided the tenant has repaid 50% of the COVID-19 related debt by the first 6 months.

Additionally, more resources for direct financial support has been provided under the SMC COVID-19 Housing Impact Program:

  • $ 2.3 million: Emergency Financial Assistance for Renters 
  • $ 2 million for rental assistance
  • $ 300,000 to Samaritan House for Administration 
  • $ 2 million: Financial Assistance for Small Property Owners 
  • $ 1 million: Support Services for Renters and Property Owners, through service agencies
  • Legal clinics, full representation, emergency rent assistance 
  • Information and outreach about COVID-19 assistance programs 
  • Mediation, compromise of arrears

We appreciate the leadership and support the board has provided so far and urge the San Mateo County Board of Supervisors to extend the Eviction Moratorium until state and federal government support is available. CALL FOR WORKSHOP PROPOSALS!

Interested in being part of this year’s Housing Leadership Day? Submit a workshop before our August 28th deadline! HLC is looking for strong proposals that:

  • View housing through the lens of racial and social equity and as a solution to our public health crisis
  • Highlight San Mateo leadership, innovation, or excellence
  • Have a diverse panel (racial, gender, organizational level, geographic, etc)
  • Include a variety of organizations that represent a strong cross-section of the affordable housing field and/or key cross-sector coalitions and grassroots leadership.
  • Provide attendees with a connection to local solutions for San Mateo County (ie: case studies, best practices, and actionable next steps)
 

You may submit your proposal online, or download the paper form and email it to krivera@hlcsmc.org, but there's no need to do both.

For two decades, HLC has had the honor of convening San Mateo County leaders from different sectors for a day of learning, sharing, reflecting, and mobilizing for housing efforts. Common Cause CA has signed onto the campaign to maintain remote participation (i.e. call-in options) during public meetings, even after the pandemic is over. Several cities in San Mateo County have seen an increase in public participation since moving to Zoom meetings, and we want to keep it that way.
