📋Housing Elements Review📋

More housing element certifications (or nearly) are rolling in: In the past two weeks, the state Department of Housing and Community Development deemed Portola Valley and Foster City to be in substantial compliance with state housing element law. That means more than 50% of San Mateo County jurisdictions are now in substantial compliance with state law. 

As housing elements increasingly comply, HLC is looking ahead toward policy implementation. Every housing element contains policy commitments–rezoning, publicly owned land, tenant protections, and more!–that can meaningfully facilitate more affordable homes and protect tenants. 

In order to help local advocates monitor their cities’ policy commitments and support city staff, HLC is developing a housing element policy tracker. We are looking for volunteers who can take the lead on filling in policy priorities for your cities. Colibrí Commons Groundbreaking

Located at 965 Weeks Street on a city-owned site, Colibri Commons will deliver 136 new homes for families, with rents affordable to people earning between 30% and 60% of Area Median Income (currently $39,803-$147,180 depending on family size). Apartments will range from studios up to four bedrooms, and planned amenities include a community room with a kitchen, outdoor play areas, and an after-school learning center for resident children.

 

D4 Supervisor Candidate Forum Update 

On the night of January 30th, candidates vying for the Board of Supervisors D4 seat gathered at the City of Menlo Parks Council chambers for a candidate forum, hosted by Thrive Alliance and The Leadership Council (a leadership development org independent of HLC). Community Needs Assessment Survey

The California Department of Housing and Community Development (HCD) is in the process of updating California’s fair housing plan. The survey helps HCD identify the state's housing, community development, and supportive service needs. Additionally, it helps determine where HCD should spend resource allocations and the program activities and supportive services communities need the most.
