🎙️Endorsement Committee🎙️ 

HLC will be holding its Endorsement Committee meeting for our City of Millbrae members next Wednesday, April 27th, from 6:30 pm - 7:30 pm! All are welcome to attend, but only dues paying members may vote. 


We’ll hear from the Trammell Crow team about their One Meadow Glen proposal located near Millbrae Square! It’ll include 278 homes; 26 are set to be affordable for your very low income community members.

Light Tree Apartments is a brand new 185-unit affordable housing community in San Mateo County. This property offers 89 Section 8 Project-Based units consisting of studios, 1-bedroom, and 2-bedroom apartments. Applications due May 9, 2022 at 5:00 PM.

Firehouse Square Apartments - Belmont, Ca

Firehouse Square is a brand new 66-unit affordable housing community in San Mateo County. This property offers 33 Section 8 Project-Based Voucher units consisting of studios, 1, 2 and 3 bedroom apartments. Applications due May 9, 2022 at 5:00 PM.

Main Street Apartments - Redwood City, Ca

Main Street Family Apartments is a brand new 125-unit affordable housing community in San Mateo County. This property offers 62 Section 8 Project-Based Voucher units consisting of studios, 1-bedroom, and 2-bedroom apartments. Applications due May 9, 2022 at 5:00 PM.

 

📋Housing Elements Review📋

Welcome back to HLC’s second Housing Elements Review section. Housing elements are kicking into high gear across San Mateo County: Last week, Foster City released the first draft of their housing element. This Friday, we expect Brisbane to release their first draft. Based on intel from HCD and city staff from across the county, HLC expects at least one draft housing element to be released every week or so through June.

With all of this action, it can be challenging to know when to give input and what to say about your city’s housing element. That’s why HLC is excited to promote an event hosted by our partners at the Non-Profit Housing Association, “Housing Elements: Effective Messaging Training.” Register for workshops on April 21 or May 5 here. 

HLC will also be organizing supporters to comment on the City of San Mateo’s draft housing element, which was released on April 6. We invite policymakers, developers, and experienced activists to join us at 4 p.m. on May 3 to discuss how San Mateo can better Affirmatively Further Fair Housing in its draft housing element. HLC will share final comments with the city on May 6. 

What is Affirmatively Furthering Fair Housing (AFFH)?

In 2018, state lawmakers passed AB 686, titled Affirmatively Furthering Fair Housing (AFFH). AFFH requires cities to take “meaningful actions that, taken together, address significant disparities in housing needs and in access to opportunity, replacing segregated living patterns with truly integrated and balanced living patterns.” As mandated by AB 686, California’s department of Housing and Community Development (HCD) released a long memo clarifying what “meaningful actions” cities can take to AFFH in their housing elements (yes, “AFFH” is a noun and a verb). 

 

However, many cities across California have struggled to integrate AFFH principles into their housing elements. An overwhelming majority of cities in Southern California–where just 7 out of 197 cities currently have certified housing elements–were chastised by HCD for failing to properly recognize and remove barriers to AFFH. In San Mateo County, the Housing Leadership Council wants to help cities avoid this fate by crafting ambitious plans to promote housing development at all levels of affordability.

Housing Element Bike Tour - Menlo Park

HLC and our partners at Menlo Together, Peninsula for Everyone, and YIMBY Action are hosting a Housing Elements site tour on Saturday, May 7th, from 11:30 am - 1:20 pm!

This will be an in-person bike tour, with scheduled stops throughout the City of Menlo Park for those who want to drive.

San Mateo County Safe Parking Programs Panel

With the passage of AB 686, Housing Element law is enhanced to further Fair Housing. The homeless are considered among persons of special needs. Safe Parking, as an option, is a viable pathway to permanent housing. 

Join panelists Suzanne Moore, member of the Anti-Displacement Committee, Diana Reddy, Vice-Mayor of Redwood City, and Anita Rees, Executive Director of the Pacifica Resource Center, on Wednesday, April 27, 10:30 - 11:15 am, as they discuss the necessary ingredients for a Safe Parking Program and update the status of two programs: Redwood City's Safe Parking and Pacifica’s new Safe Parking program.
