📣CA Housing Accelerator: Priority budget to address the Bay Area’s housing needs📣

HLC is joining housing organizations throughout the state in asking California’s Senate and Assembly Budget Chairs to address the Bay Area’s housing needs in the May budget revision.

Of the $97 billion surplus, $49.2 billion is marked for discretionary use. We firmly believe that the overall proposed $2.5 billion investment in affordable housing and homelessness solutions is a missed opportunity to put people and communities first and to respond, at scale, to the state’s affordable housing needs.

Act today! Join us in asking the state legislature to support affordable homes by sending a prefilled letter to your representatives:

Support the Redwood City Transit District

The Transit District Supplemental Environmental Impact Report has been released for public review and comment until June 21. This critical milestone culminates over two years of work by Redwood City staff to solicit community input and create a vision for the future of Caltrain’s expansion within Redwood City and the region. The Transit District:

  • Unlocks regional rail improvements that are central to the Caltrain 2040 Business Plan by expanding the Redwood City Caltrain station tracks from 2 to 4 while upgrading the station and enabling grade separations.
  • Includes up to 1,100 critically needed homes within proximity to goods and services.
  • Advances the El Camino Corridor Plan with bike and pedestrian improvements.
  • Aligns with Redwood City’s Climate Action Plan by establishing a transit-oriented by placing jobs, housing, and retail along a transit corridor.

📋Housing Elements Review📋

Right before the May 27 deadline, HLC sent in a public comment for Colma’s draft housing element. Colma is a small city (<2 square miles), but their location near San Francisco and proximity to BART stations means it is an excellent location for new housing. Furthermore, Colma has a whopping 4:1 jobs-housing imbalance, with more than 4,000 jobs in a town with fewer than 1,000 households.

The cities of Menlo Park, Woodside, and San Bruno have housing element drafts currently available for public comment. Some fun facts: Menlo Park’s housing element is the longest we’ve yet seen, coming in over 700 pages. It is also only the city’s second housing element, as Menlo Park did not complete their first until 2014 in accordance with a settlement agreement. Nonetheless, Menlo Park managed to meet more than 80% of its low- and very low-income housing goals in the 5th RHNA cycle, better than the vast majority of San Mateo County cities.

San Bruno, on the other hand, met about 20% of its low-income housing goals from the 5th cycle. But HLC is still excited about San Bruno’s housing element, because the city’s current draft has a series of ambitious policy proposals that would engender a significant shift in the status quo. We are excited to review the full document in the coming weeks.
